摘　　要：通过分析建立城管创新体系的意义及当前城市管理现状,提出构建"新城管"综合执法体系,并阐述了"新城管"体系的构建和运行机制,为构建和谐社会、和谐城市提供坚实的社会基础。Through analysis the significance of establishing urban administration innovation system and the current situation of urban management, this paper proposed a new urban administration synthesized enforcement system, expatiated its construction and operation mechanism, and provided stable and firm social foundation to build a harmonious society and a harmonious city.
