摘　　要：通过对WebGIS技术的优势和城市防汛应急管理业务流程、框架及软件平台架构的分析,建立了基于WebGIS的城市防汛应急管理辅助决策信息系统,实现了上海城市防汛应急管理的数字化和地图化,有利于增强城市防汛基础管理、提高应急响应能力,同时对于流域或其他城市的防汛应急管理辅助决策研究具有一定的借鉴意义。An emergency management aided decision-making information system for urban flood control based on WebGIS is established through the analysis on the advantages of WebGIS, the process, frame and structure of the software platform of the emergency management for urban flood control, and then the digitalized and mapped emergency management for urban flood control of Shanghai is realized, which is favorable to strengthen the basic management for urban flood control and enhance the emergency response capacity concerned, and furthermore, can be used as a favorable reference for the studies on the aided decision-making system of emergency management for flood control of the other cities and basins.
