摘 要:土地的有偿出让极大地促进了土地资源的配置和集约利用。目前关于我国土地市场的研究大多集中在土地制度、地价以及土地市场中政府角色的定位等方面。文章在回顾相关市场化测度研究的基础上,试图通过构建一套评价指标体系来定量测算我国城市土地市场的发育程度。在把我国划分为东、中、西三个区域的基础上,本文对我国东、中、西部城市土地市场发育程度进行了比较、分析。研究发现:我国东、中、西部经济发展水平的梯度并不必然带来土地市场的梯度发育;事实上目前我国城市土地市场的发育在很大程度上具有政策导向的特点,而土地市场发育的自发性和政策性相结合宜成为今后土地市场培育的重要方向。最后,文章给提出了相应的政策建议。China' s marketalization reform on land has promoted the level of land intensive use. At present, researches on urban land market mostly focus on the land property rights institution, land-price evaluation and governmental orientation in urban land market. However, there are few studies on the growth of urban land market, especially adopting the quantitive calculation method. Based on relevant methods of measuring other market development, this paper sets up an evaluation framework including several indicators to estimate the urban land market development of China. By choosing eastern, central and western region of China as the evaluation u- nits, this paper compares the different results among them. The analytic results reveal that step economic development of eastern, central and westem China has not brought their step development of urban land market. The same land market policy appears to be the main reason of that phenomenon through our analysis. The detailed conclusions are given by the end of this paper.
