摘  要:论述"灌降排蓄"水利集抗灾水利、资源水利、环境水利于一体,是生态水利;论述本水利模式符合"减量化、再利用、再循环"的循环经济和水资源可持续利用原则;比"排降蓄灌"水利模式技术经济指标优越,尤其可兴利除害结合,可民办水利,见效快,功省效宏,是理想的生态水利模式。值得我省关注,凡在有条件地区应作为我省生态水利建设首选。The IDDS is ecological water conservancy which integrates disaster-resistance water conservancy, resource water conservancy and environmental water conservancy into one. IDDS is the optimal water conservancy pattern, which accords with the recycling economy principles of quantity reduction, reutilization and recycle and is also helpful for sustainability of water resource development. The IDDS has better economic and technical index than DDSI, especially it is favorable for combination of benefit promotion and damage reduction and can he run by the local people. It is the one that deserves paying more attention and should be regard as the first choice in ecological water conservancy construction of Heilongjiang Province.
