摘　　要：随着经济和科技的迅猛发展,国家对科研的投入力度不断加大,各类科研项目的管理也逐步走向正轨,对科研管理人员的工作能力和综合素质都提出了更高的要求。针对科研管理人员应具备的基本素质,以及如何培养和提高科研管理人员的素质等方面进行了探讨。With the rapid development of economy and science and technology,our country continually increase scientific research expense,the management of all scientific research project have been on the right track,the society of knowledge and economy puts forward higher requirements for work ability and comprehensive quality of research management personnel.The basic quality for research management personnel and how to culture and improve the quality were discussed in this paper.
