摘　　要：特定的行动集团是新农村建设中重要的主体基础。目前,在新农村建设中存在着农村、政府和社会力量这三个主要的主体来源。本文从新农村建设的主体角色特征出发,分析了农村、政府和社会力量在制度变迁中的潜在收益,以及有关主体面临的行动约束,由此探讨各主体对具体制度的需求,并给出制度设计的主要思路。Special action groups are the important main body basis in building new rural areas. At present there are three major sources in rural areas, the government and other social forces. This paper analyzes the characteristics of the main bodys＇ roles in building new rural areas, and the potential earnings in the course of institutional changes to rural areas, government and social forces. According to the main constraint which three body face to the paper give the thinking about designing institutions for different demands.
