对政府主导地方旅游产业发展过程中职务犯罪预防问题的思考

摘　　要：在我国地方旅游产业发展的政府主导模式中,少数政府相关工作人员利用自身职权进行寻租,导致了严重的职务犯罪问题。对这类职务犯罪的预防问题进行研究,具有重要的现实意义。本文在分析政府主导旅游产业发展过程中职务犯罪的成因及特征的基础上,阐明了旅游产业发展中职务犯罪的可控性与现实基础,对我国现阶段这类职务犯罪的预防状况进行反思,提出了从道德、社会、司法三个层面进行犯罪预防的对策建议。In the government guided mode of regional tourism industry, it led to serious issues of duty crime that the little government stuff carried on the rent - seeking by taking advantage of duty in our country. So studying such problem in prevention of duty crime is of great realistic significance. Base on the analysis about the factors and feathers of duty crime in the development process of government - guided regional tourism industry, the paper elaborates the controllability and foundation in reality of duty crime in the development process of tourism industry, ponders upon the actuality of prevention of duty crime in china, and Puts forth the strategy on prevention of duty crime in the social, moral and judicial stage.
