摘　　要：人才资源是黑龙江新工业化能否良性发展的重要因素。黑龙江人才资源的质量不高,数量不多是其主要特点,通过政策和其他措施来提高和增加黑龙江人才资源是新工业化道路实现的基础。Human resource is the key to the development of neo - industrialization of Heilongjiang province. The human resource in Heilongjiang province is characterized by low quality and relatively small quantity. And some government policies and other measures should be adopted to increase and promote the human resource in Heilongjiang province in order to realize the neo - industrialization.
