摘　　要：信息产业部电信研究院通信信息研究所近日发布的《2008～2011年度中国电信运营业发展潜力预测》称,目前,影响中国电信运营业发展的各种因素总体上是积极、正面的,行业潜力会逐步得到释放,行业外延将不断扩大。预计在2008至2011年间,个人、家庭和政企客户空间都呈继续增长的态势,电信增值业务市场收入也将不断攀升,预计到2011年可达到约2520亿元。不过,行业发展拐点可能在2009年到来,电信业将由与国民经济齐头并进转变为落后于国民经济增长。Recently, the '2008～2011 Annual Forecast on Telecom Service Market in China' was published by Teleinfo Institute of CATR, MIIT, which says that various factors generate positive influence in telecom service market in China, and the potential of industry will be gradually released with the scope of industry being expanded. It is expected that from 2008 to 2011, individual/family/enterprise customers will be growing continuously, the telecom value-added service market revenues will continue to rise to about RMB252 billion by 2011. At present, the domestic telecom service volume is increasing rapidly. In 2007, the total telecom service volume reached more than RMB1850 billion, up 27.1% than 2006. The Internet economy is booming year by year. The total volume through B2B E-commerce is RMB2123.9 billion,which grew 65.9% than year 2006; the scale of on-line shopping market reached RMB56.1 billion, a sharp increase of 117.4%. All of these reflect the increased dependence of the society on telecom services. Confronted with various new demands, innovation is needed to meet all kinds of new demand to achieve the coordinated development of the economy and society. In current circumstances, some actions is to be taken: firstly, services featured in culture and entertainment are to be enhanced; secondly telecom technologies are to be applied for reinforcing social security; thirdly, layered services are to be provided with consideration of people's income level; fourthly, attention is to be paid to the demand of aged people.
