舟山港口资源型城市发展初探

摘　　要：随着经济全球化的发展,港口在整个社会生产和流通中的地位越来越重要,港口资源的开发利用强度也越来越大,舟山等城市的港口职能化现象明显。如何确保港口资源型城市的可持续发展,是迫切需要解决的问题。以舟山这一典型的港口资源型城市为例,从舟山市的自身特点出发,在叙述该市港口和临港工业发展现状和存在问题的基础上,通过建模分析,提出舟山港口资源型城市可持续发展的若干对策建议。With the development of economic globalization,port has become more and more important in social production and circulation and more and more efforts have been made on the exploitation and utilization of ports. The port function becomes obvious in the cities such as Zhoushan. How to insure these cities for sus- tainable development has become a hot topic. Port is a medium for goods movement. It can reallocate the resource according to the market demand. The city of resource-type port, as an important link of production and circulation, participates actively in the global economy. It imports raw materials through the port and makes them into semi finished or finished products and then exports them. During this procedure, it could develop many processing industries,provide a lot of job opportunities and create a great amount of wealth. According to the socioecological principles,Zhoushan can develop processing and manufacturing industries with raw material from abroad and products marketing abroad,and thus develop a sustainable development model accord- ingly. The port has two functions,in which one is goods transfer and the other is serve the industry adjacent to the port. The latter function is the most importance function to city of resource-type port. The industry depends on the port for raw materials,freshwater,electricity and land. According to the market demand and the preponderant industry of the city,the raw materials to be imported from the Zhoushan port are aquatic product,accessories,foodstuff,timber,oil, natural gas, coal and ore, etc. Zhoushan lacks land and freshwater and the electricity supply is not abundant, but salt industry is rather developed. Combining the traditional salt industry with newly developing seawater desalination and electricity industry, the demand for land, freshwater and electricity by the industry adjacent to the port can be met and the products of the industry transported by the port get into domestic and foreign market and gain the final value.
