风险沟通中环境NGO的媒介呈现及其民主意涵——以怒江建坝之争的报道为例

摘　　要：媒介对环境NGO的呈现,提高了NGO与潜在风险的社会能见度。环境NGO尝试接近与使用媒体,通过合法化和专业化的媒体策略谋求媒介的风险话语权,动员社会舆论,型塑风险公共领域,促进风险决策民主。媒体若将风险沟通的协商民主精神化约为戏剧性的争议,环境NGO若止于其自身的社会能见度,就必然忽视风险沟通理性并最终导致公共话语的萎缩。风险传播应体现其沟通理性、公共精神以及民主意蕴。Media representation of the environmental NGOs enhances the social visibility of the NGOs and environmental risk. And the environmental NGOs attempt to gain the right of access to the media through the professional media strategy, to strive for risk discourse right of the media and shape the risky public sphere, finally promote the democratization of risky decision-making. Once mass media regard the spirit of deliberative democracy in risk communication as the dramatic disputes, and the environmental NGOs are only for its＇ social visibility, the logos of risk communication must be neglected and it results in the decrease of public discourse.
