摘　　要：城管与摊贩在街头追逐与互殴屡见不鲜,并多次诱发群体性事件,其背后原因为何?本文通过对一系列事件和政策的梳理,指出思想意识上的偏见,法律政策的失当,是乱像产生的根本原因,国家必须进行政策和法律调整,从根本上解决问题。Pursuit and handplay of street peddlers by urban management officers in the street have been a common sight and led to mass events on many occasions. What are the causes behind？ This article, after having combed and examined a series of events and policies, points out that the ideological prejudices and inappropriate laws and policies are the root causes for such chaos. And therefore, the state shall carry out regulation by means of policies and laws to attack the root of the problem and resolve it.
