摘　　要：结合中国小流域管理项目监测评价体系开发工作的实践,提出了项目监测评价开发的指导思想和工作程序,并论述了监测评价体系开发工作应注意的事项。This paper,based on the practice of M ＆ E system Development for UK Trust Fund China Watershed Management Project,proposes the guiding ideology and working procedures for the project M ＆ E development and addresses the key points in the M ＆ E system development.
