摘　　要：随着经济实力的增强和竞争策略的考虑,发展中国家开始了海外直接投资的进程。这一国际直接投资趋势的转变对世界政治经济格局产生了深远影响。南北格局出现了有利于发展中国家的变化,也同时产生了两方面的关系。一方面,在南南投资中,经济实力较弱的东道国必须制定相应政策吸引新来源的海外直接投资。另一方面,在南北投资中,发达国家往往设置诸多障碍阻止新来源的投资进入其本国的经济体系。这就要求从事海外直接投资的发展中国家必须制定相应的政策帮助本国投资者扩展海外投资。With the considerations of economic strength and competitiveness strategy, developing countries is starting the process of foreign direct investment. The change of the trend of international direct investment has had a profound impact on the world political and economic situation. The North-South pattern thus seems to in favour of developing countries, and also leads to two aspects of the relations. On the one hand, in the South-South investment, the host countries＇ economic is relatively weak, so they need to formulate appropriate policies to attract new sources of foreign direct investment. On the other hand, in the North-South investment, the developed countries are often set up numerous barriers to prevent new sources of investment into their domestic economies. So it requires developing countries who want to start direct investment overseas to formulate corresponding policies to help domestic investors to expand overseas investment.
