摘 要:日本处于环太平洋地震带,地震多发。多年来,日本不断建立完善合理的防灾救灾体制,在地震防御、应急对策和灾后重建等方面积累了丰富的经验。本文介绍了阪神大地震及应对此次震灾所采取的措施和经验,希望对我国正在开展的抗灾救灾工作提供有益的借鉴和启示。Japan, located in the circum-Pacffic seismic belt, is a country with frequent occurrence of Earthquakes. Over the years Japan has set up a mature and effective system for earthquake prevention and disaster mitigation, and has fruitful experiences on earthquake prevention, emergency countermeasures and disaster recovery. This paper looks back the Kobe Earthquake of Japan in 1995 and introduces the measures taken by the Japanese government after this disaster. All of these can be used for reference to the onging post-disaster recovery efforts in China.
