摘　　要：通过对信息网络融合普遍接入的背景进行分析,提出拍卖是实现社会福利最大化的有效手段,并对拍卖机制进行设计,发现其既可以解决规制者与被规制企业之间信息不对称这一最大障碍,也可以有效的促进信息网络融合时代运营市场的发展.According to the analysis of the context of information network convergence, this research puts forward that the auction is an effective method to maximize the secial welfare. And the research designs the auction mechanism. It can solve the asymmetric information obstacle between regulators and enterprises, and promote the development of operation market in the information network convergence era.
