摘　　要：在资源节约型和环境友好型社会的建设过程中,节约和高效利用资源、保护生态环境是我国当前和长远的一项重要任务。《中华人民共和国矿产资源法》明确规定了矿产资源综合利用制度,但由于人们重视程度不够、管理体制不健全、企业的内在驱动力不足等原因,导致实施成效有限,因此,必须通过修改和制定相应的法律法规,提高全民意识,健全管理体制,完善运行机制,促使矿产资源综合利用制度发挥应有的作用。During the society＇s construction with conservation of natural resources and friendly environment, saving and effectively using resources and protecting ecological environment are our national current and far-reaching important task. ＇Mineral Resources Law of the People＇s Republic of China ＇has stipulated the mineral resource comprehensive utilization system explicitly, but the implementation result is limited because of insufficient recognition, unsound management system, enterprises＇ insufficient intrinsic driving force and other reasons. Therefore, in order to urge the mineral resource comprehensive utilization system to play the proper role, laws and regulations must be established or amended, civil consciousness must be enhanced, management system must be perfected, operational mechanism must be consummated.
