摘　　要：文章简要叙述中小型图书馆所面临的困境,面对经费不足的现实,重点介绍了网络免费资源的利用,分工具书资源、期刊资源、馆际资源共享等方面分开叙述。The paper briefly describes the difficulties in the small and mediumsized public libraries and the reality of their shortage of funds as well. It also introduces how to make use of free network resources in such aspects as reference books, periodicals, interlibrary resources sharing and so on.4refs.
