高油价下中国油气进口贸易战略规划

摘　　要：高油价改变了世界油气地缘政治,也促使各油气消费国不断调整油气进口策略。文章通过分析和借鉴各消费国油气进口策略的核心内容,结合中国油气进口贸易现存的弊端,制定了中国中长期油气进口贸易战略规划,同时提出了在现阶段高油价背景下,油气进口策略应以保障国家石油供应安全为目的,实施策略与保障策略多元并举的战略思路。High oil price not only changes the global oil-gas geopolitics, but also forces each oil-gas consumption country to continuously adjust their oil-gas importing strategy.Through the analysis of and reference to the core contents of every oil-gas importing strategy of oil-gas consumption countries,combined with the present disadvantages in our oil-gas importing trade,the paper proposes China＇ s mid-long term strategic plan for oil-gas importing trade. Meanwhile, it is argued that under the present high oil-gas price, our strategic thinking should target to guarantee the national petroleum supply as the objective of oil-gas import strategy and to simultaneously develop implementation strategy and safeguard strategy in a diversified way.
