摘　　要：在市场经济条件下,国有企业必须成为真正的市场竞争主体,但长期"国有产权主体缺位"是国企体制中存在的突出问题。必须深化国有资产管理体制改革,通过立法解决国有产权主体缺位引起的多头管理、无人负责的状况,以保证国有资产的安全和增值,推进企业建立产权明晰、职责明确、政企分开、管理科学的现代企业制度。conditions of the market economy, state - owned enterprises must become truly competitive market mainstay, but the long - term ＂ absence of the main state - owned property fights＂ system in state - owned enterprises is the outstanding problems. To deepen the reform of state - owned assets management, state - owned property rights through legislation to resolve the main cause of the lack of overlapping management, and no one is responsible for the situation to ensure the safety of state - owned assets and the value of promoting the establishment of clear property rights and responsibilities clear separation of government and business, management of a modem enterprise system.
