摘　　要：作为大学管理运行主体中的重要责任者,大学领导者最主要的责任是根据投资主体的要求和消费主体的需求确定办学定位,优化与配置办学资源,提高运行效率与办学效益。因此,大学领导者应根据大学教育管理运行的基本规律,按照办学者提出的目标任务要求、办学者提供的硬件条件和消费者市场的需求,通过优化配置资源,控制质量成本,完成办学者赋予的管理发展任务,从而担负起人才培养、知识创新和科技文化社会服务组织与运行的责任。As the subject of university management and operation, the upermost responsibility of a university leader is to determine the school running positioning, optimize and allocate school running resource and improve operating efficiency and school running effectiveness according to the requirement of sponsor and the demand of consumer. Therefore, a university leader should follow the basic laws of university educational management and operation, and accomplish the task of management and development provided by the sponsor according to the objective, task and requirement of sponsor, the hardware condition offered by sponsor, and the demand of consumer market, through optimizing resource allocation and controlling quality cost, so as to shoulder the responsibility of talents cultivation, knowledge innovation, as well as the organization and operation of science and technology culture service.
