摘 要:从水生态、水环境出发,以环境与经济协调发展为目标,对海河流域水资源承载力进行分析。通过分析水资源承载力的影响因素,系统地研究指标体系构建、权重确定、综合评价等内容,建立海河流域水资源承载力评价指标体系。通过获得的资料,对海河流域水资源承载力进行基础指标的量化计算,证明水资源匮乏、水资源短缺严重制约流域的社会经济发展,只有大力发展节水型社会和经济、合理使用水资源、进行流域外调水、海水淡化才能摆脱缺水困境,实现水资源的可持续利用,从而促进社会经济可持续发展。Based on water zoology and water environment, we analyze the water resources carrying capacity, in order to assort with the cooperative development of environment and economy. Through analyzing the impact factors, building the index-system, deciding the weight coefficients, and so on, we put forward an index system to assess the rational allocation of basin water resources. Based on the accessed information of water resources in the Haihe River Basin, we make a quantitative conduction about the carrying capacity of Haihe River Basin. It indicates that the socio-economic development is seriously restricted by the shortage of water resources. Therefore, we need to vigorously develop a water-saving society and rationally use the water resources, and take the measures of water diversion and water desalination. Then we can shake off the difficulties and achieve sustainable use of water resources, and further promote the sustainable socio-economic development.
