南非反倾销缘起与对华高密度反倾销原因探析

摘　　要：南非20世纪90年代开始贸易自由化进程，此后频繁使用反倾销保护其本国产业，成为最主要的反倾销使用者。本文考察了南非1995-2006年对外反倾销数据，分析了其国别以及行业特征，指出反倾销是南非应对传统贸易保护手段弱化的工具。此外，文章还考察了南非对中国反倾销数据，分析其特点及原因，提出了中国应对南非对华反倾销的策略。With the trade liberalization progress, South Africa has become one of the most critical Anti--dumping users. This paper investigates the anti--dumping data of South Africa from 1995 to 2006 and analyzes its character in respect of country distributions and industry characteristics. There is no doubt that anti--dumping has became a new trade protection tool for South Africa. Furthermore, this paper pays close attention to China, in search of the countermeasure that china could take.
