辽宁省地方财政社会保险投入效率分析——基于DEA的方法

摘　　要：以辽宁省作为研究对象,运用DEA方法对14个地级市的财政投入社会保险效率进行评价,计算出输入冗余和输出亏空,通过指标分析找出非DEA有效地市的问题及对此要强化社会保险基金征缴,提高征缴率,规范征缴程序和方法,杜绝协议征缴等真正建立起税务征收、财政监督、社保审核、银行发放的新型社会保障基金运行机制。Regarded Liaoning province as studying item, we evaluated the efficiency of local finance input social insurance of 14 cities by DEA method, then caculated the redundant input and short output, found the problems of regions and cities invalid of DEA through the index analysis. We should strengthen the＇ social insurance fund levy, improve the levy rate, regulate the levy method, uproot the agreement levy and construct the new social insurance fund operation system of tax levy, finance supervision, social insurance exantination and verification and bank distribution.
