摘 要:为从理论和实践上探索治理公路超限运输的机制和对策,促进道路运输业健康有序发展,运用经济学的成本与价格分析理论,结合中国道路货运市场的现状、道路货运成本结构和公路建设投融资机制,分析了超限运输产生并长期存在的原因。分析表明,经济利益的驱动是导致超限运输的直接诱因;公路建设的投融资结构失衡,信贷资金比例过大,财政资金比例过小是导致超限运输的结构性原因。分析结果表明,规范道路货运市场以及调整公路建设投融资机制是治理公路超限运输的长效机制。In order to find the mechanism and strategy for over-load transportation and enhance healthy development of the road transportation industry, the paper, with the help of cost and price analyhealthy development of the road transportation industry, the paper, with the help of cost and price analysis theory, studies the causes and long-staying existence of over-load transportation after the consideration of China's present cargo market situation and road freight cost structure and financing mechanism for highway construction. The paper points that economic interests is the direct cause for over-load transportation, and highway construction investment, financing structural unbalance, a large share of credit funds, and a small proportion of funds are the fundamental reasons. On the basis of this, the ideas for regulating the road freight market and adjusting the China's highway construction financing mechanisms are proposed as long-term effective mechanism for the management of over-load transportation.
