摘　　要：针对目前实际评标定标中存在主观性因素等问题,采用层次分析的原理将伙伴关系模式下评标过程中的定性指标进行量化,经过层次分析与计算,确定各指标的权重。通过评比确定各承包商的综合竞争力排序,从中选出综合竞争力最强的承包商作为中标者。对比传统模式下与伙伴关系模式结果,验证了这种模式下层次分析法有效性。In view of some subjective problems in commenting for the tender at present, the principle of level analysis is used to quantize the qualitative indicators under a partner model. Through the level analysis and computation, the weights of various indicators are determined. Through the comparison, the synthetic competitive ability arrangement about each contractor is determined and that which wins the tender is selected. It is checked that the level analytic method is useful and effective compared with the result of the traditional model and partner model.
