摘　　要：对于如何量化评价建设项目环评事后有效性进行了理论和方法学上的初步探索，重点研究了评价基本内容、评价方法、评价指标体系。界定了建设项目环评事后有效性评价的含义，提出理论框架和工作流程，设计了1套指标体系．比较全面、深刻地反映了建设项目环评事后有效性的内涵，由此实现了对建设项目环评事后有效性的量化评价。并通过上海市某区项目案例研究，验证了文章中评价理论和评价体系的可行性和适用性。Quantisation effectiveness evaluation of the outcome of environmental impact assessment （EIA） for construction projects has been preliminarily studied theoretically and methodologically whilst focusing on basic contents, means and index system of the evaluation. The present situation and issues of exercising the EIA for construction projects in China were analysed, and the research and practice feats of effectiveness evaluation of the EIA outcome at home and abroad were also introduced. The meaning of effectiveness evaluation of the outcome of EIA for construction projects was then defined, and its theoretical framework and workflow were raised. A set of index system of the effectiveness evaluation has been designed to comprehensively reflect the implication of effectiveness and to accomplish the quantisation evaluation. To validate the rationality and workability of the theory and system of the evaluation, a case study on a project in certain district of Shanghai was presented.
