摘　　要：代建制是我国政府投资公益性建设项目管理模式进行市场化改革的重要举措。本文在分析"代建制"与目前采用较多的"工程总承包制"和"项目管理制"的区别的基础上,阐述了代建制的含义、实行的必要性及意义;探讨了目前代建制中存在的问题,并提出了解决问题的相关建议,为进一步推动代建制的发展作了有意义的研究。Agent Construction System is an important act of the market - oriented reform to the management model of our government investment in the construction of public welfare projects. Based on the analysis of the differences between ＂Agent Construction System＂, ＂Total Contract System＂ and ＂Project Management System＂, this article exoatiates on the meaning of the Agent Construction System and the necessity and significance of implementing of Agent Construction System ; discusses some problems that exist in the current Agent Construction System.
