摘　　要：科学发展观是关于社会发展问题的世界观和方法论,是中国共产党人对社会发展规律的科学认识和对社会发展方略的总体部署。科学发展观把坚持以人为本作为其命题的核心内容,彰显了对人的权利的平等保护和实现人的全面发展的价值追求。科学发展观要求我们全面审视宪法监督机制存在的不足,从而为社会主义法治建设提供制度保障。The scientific concept of development brought forward by the member of Chinsese Communist is the mass deploying for social developing strategy and scientific cognition for social developing rule, is a world outlook and methodology about social development problem. The scientific concept sticks to take the human first as its nature and core, embodying equal protection for people＇s right and realising value - pursuit for full development of human being. In order to proride the system guarantee to the construction of socialist law, scientific concept of development requires us to scan the deficiency that exists in constitution supervision system all- round.
