摘　　要：随着房改、医改、教改的不断推进,供暖体制已是计划经济遗留的最后一块"蛋糕",如何改革供暖体制,既保障居民温暖越冬,又保证供暖企业的健康发展,是改革的难点和焦点。供暖体制改革是一项系统工程,供暖体制改革不仅要考虑供暖改革本身的问题,制定和实施相应的政策;同时要有相应的燃煤价格及供应,国企改革,财政税收及其他的配套政策。资金和技术从来就不是改革的障碍,供暖体制改革需要各级政府的决心,制定详细的改革实施计划和具体的工作步骤和措施,以及确立明确的改革时间表。供暖体制改革的共识已经形成,改革的步伐不可阻挡。With constant reform on house, medicine and education, heating system reform is the last cake leaved behind by the planned economy. It is the nodus and focus of how to reform the heating system, in which both guarantee residenter living through the winter warmly and ensure the heating enterprises developing health. Heating reform is a systems engineering, it not only takes into account the reform itselt to develop and implement relative policies, but also requires relatve coal price and supply, state ownted enterprise＇s reform, and finance and tax supporting policies. Capital and technology never are the barrier of reform. It needs determination from all levels government to deveolp implement plan and specific approach and measure, and identify clear time sheet. The common sense on heating system reform has already been achieved, the reform march cannot be block off.
