摘　　要：不缺乏医生,而缺乏医院,这是在包括地震在内的众多自然灾害中形成的救治困境,因此最好的救灾方案就是一方面在平时增强民众的灾难意识和自救水平训练,另一方面则根据围灾难期的医疗特点进行有针对性的方案设计,这是医疗救灾的重中之重。其具体内容可包括应急保障方案、救护训练、组织和完善各种灾难现场的急救预案。Not lacking of doctors, but lacking of hospitals,which is the common plight of medical aid when the natural disasters occurred. Therefore, the best solution to solve the problem is to enhance people's awareness of the disaster and self-help training during peacetime on the one hand, on the other hand, is to design the targeted programs based on the Medical characteristics during the disaster period. That is the most important medical relief, which may include specific details of the emergency support program, ambulance training, and improve a variety of on-site emergency plans for disaster.
