摘 要:根据电网大面积停电的特点,遵循应急的一般理论,应用系统论和方法论的思想,建立了大面积停电应急评价指标体系,指标体系包括4项一级指标、12项二级指标和38项指标属性。引入了模糊层次分析法进行多指标的综合量化分析,首先使用层次分析法确定各指标的权重,然后分层次进行模糊综合评价,最后,以一家省级电网企业为例对其应急能力进行综合评价,得出科学合理的分析结果,说明了该指标体系及其综合评价方法的有效性和实用性,可以为电力行业的大面积停电应急工作提供有效的参考和决策支持。The evaluation index system for the power system emergency response to large-scale blackouts is proposed. The index system is based on the characteristics of large-scale blackouts, the general theory on emergency response, and the systems theory and methodology. The proposed index system consists of four first-grade indices, twelve second-grade indices and thirty-eight index attributes. Fuzzy analytic hierarchy process is used for the comprehensively quantitative analysis of multiple indices; firstly, the analytic hierarchy process is used to determine the weight of each index, and then fuzzy comprehensive evaluation is applied hierarchically. Finally, an example is given which details the emergency response capability evaluation of a Chinese provincial power grid company with satisfactory analysis results. It proves the effectiveness and practicality of the index system and its comprehensive evaluation method. The study will provide effective reference and decision support for the emergency response to large-scale blackouts in electric power sector.
