对海南新农村建设实现途径的思考

摘　　要：海南独特的地理位置和省情,决定了海南新农村建设应该走统筹城乡发展、"统一规划、集中布局、集约发展"的新路子。发展规划、产业布局、基础设施、公共服务、就业市场和城乡社会管理方面逐步实现一体化,是新农村建设的重要举措。文章着重对农村土地问题、农民增收问题以及城乡发展体制等进行了探讨,并提出了新农村建设要以统筹城乡发展为体制保障,整合涉农经济管理部门,重视涉农项目开发工作,加快城乡就业市场一体化等具体建议。The unique geographical and provincial situation of Hainan decide that new countryside construction in Hainan province should be conducted in the new way of ＂unified planning, centralized layout and intensive development＂. Gradually realizing of integration of development planning, industry layout, basic facilities, public service, job market and administration of urban and rural areas is an important move in the construction.Consequently, this paper focuses on three agriculture problems, rural land problem, peasant income increase issue, developing system of urban and rural areas, etc. Moreover, it suggests that construction of new countryside take integrated urban and rural development as its institutional ensuring system, conform agricultural economy administrative departments, attach importance to agricultural program exploitation, accelerate urban and rural construction, integrate job market and so on.
