摘　　要：海峡西岸经济区是新时期国家区域发展总体战略的组成部分。建设对外开放、协调发展、全面繁荣的海峡西岸经济区,进而拉平与台湾的经济社会发展差距,构建海峡无差异区,要改变现行的"地方决策、中央背书"做法,变"我要建"为"要我建",由中央政府集中决策,以国家名义建设海峡西岸经济区,着力推进两岸关系的"香港替代",部分或全部替代目前由香港承担的职能,赢取发展主动权。The west coast economic zone was a part of the overall regional development strategy in the new era. To build the west coast economic zone of opening to the outside world, coordinated development and all-round prosperity and then level with Taiwan＇s economic and social gap, build a zero difference zone must change the action of ＂local decision-making, central endorsing＂, change ＂I would like to build＂ into ＂i was wanted to build＂. It also must make centralizing decision by the central, build the west coast economic zone on behalf of the state, improve the ＂Hong Kong alternative＂ in crossstrait relationship, replace the function assumed by Hong Kong partly or entirely and win the initiative of the development.
