摘　　要：新加坡虽是一个城市国家,常住人口仅有448.39万人,却建立了世界上公认的效率最高、腐败程度最低的公务员制度,这得益于新加坡政府自20世纪80年代以来推行的一系列公务员制度改革。了解新加坡公务员制度,尤其是近年来新加坡公务员制度的改革及发展,借鉴新加坡公务员制度实践有效的建设经验,对于完善和发展我国公务员制度,建设服务型政府具有积极的启示意义。Singapore, an urban country with only 4.5 million constant citizens, has established a most efficient and clean civil service system recognized world widely. It is resulted from a series of reform by Singapore govemment since 1980s. The study of Singapore civil service system , esp. its recent reform and development might offer an apocalypse for improving China＇s civil system and construeting a service - oriented government.
