摘　　要：福建新一轮林改实现了林业财产权利的平民性，这一历史性突破是通过制度创新来实现的。新一轮林改实际上是对具有非平民性的集体林业产权制度进行改革，形成了以平民财产权利为核心的新制度，并建立起多层次、多角度的保护平民财产权利的制度。主要包括：公平权利的基础性保护；法律形式的最高保护；流动保护的产权运行机制；财产变资本的制度安排。A new round of forest reform in Fujian make the forest property rights civilian. This histrionic breakthrough is implemented by system＇s innovation. A new round of forest reform is actually a reform of collective forest property right system which is non-civilian, and formed a new system which take populace property right as the core, and establish a multi-level, multi-angle of civilian property rights protection system, including fair basis for protection for, the highest forms to protect, flow mechanism to protect property rights, institutional arrangements property for capital.
