摘　　要：供电可靠性具有公共物品的性质,而通过市场机制引导发电投资建设以提高供电可靠性必须考虑市场失效问题的影响。文章从公共物品的角度分析了电力市场中行政干预的利弊和发电投资商业化运作的可行性,并从外部性的角度研究了发电投资的激励因素,探讨了商业化发电投资中的外部性影响的内部化问题,提出了相应的解决思路。Power supply reliability has the property of public goods, however, in order to improve reliability through market mechanism to guide investments on power construction, market failure problem must be considered. From public goods point of view, the advantages and disadvantages of government intervening electricity market and feasibility of commercializing investments on power generation are analyzed. Incentives to investments on power generation are studied from externality view point. Internalization affected by externality of commercialization of investment on power generation is discussed. Guidelines to solutions to these problems are proposed.
