摘　　要：警察权建设是政府法治体系工程中的前沿领域，也是构建和谐社会和法治国家的重心所在。而目前警察权运行的现状及实践中存在的问题不容忽视，和谐社会与政府法治的必然要求对警察权进行重构，措施主要包括：改革现行警察体制；重构警察权运行程序；优化警察权的监督与制约机制；完善行政救济制度等。The construction of police power is the foreland in the democratic government system, and is the focus in building a country under the rule of law and harmonious society. The article analyzes the situation and problems we met in practice in the course of police power, and puts forward some initiative suggestions in view of harmonious society and government under the rule of law. The measures include reforming current police system, rebuilding police power operation processes, optimizing the supervision and check mechanism, and improving the administrative relief system.
