摘　　要：随着市场经济体制的不断完善，公共财政的建立，对财政管理提出了更高的要求。特别是作为财政管理的重要组成部分——政府非税收入管理工作，也面临许多新的情况、新的问题。从当前财政改革、实施“阳光财政”的要求来看，做好政府非税收入管理工作，要树立政府非税收入的新理念从健全规章制度入手，完善征管机制，健全监管体系，促进公共财政体制建设，增强政府宏观调控能力，为经济和社会建设又好又快发展服务。Along with the market economy system unceasing consummation, the public financial establishment, set a higher request to the financial control. Specially enters the supervisory work as the financial control important constituent government non--tax revenue, also faces many new situations, the new question. From current financial reform, implementation ＂sunlight fi- nance＂ the request looked that,completes the government non--tax revenue to enter the supervisory work,must set up the new idea which the government non--tax revenue enters from perfect rules and regulations obtaining, consummates the collection mecha- nism, supervises and manages the system perfectly, the promotion public finance system construction, enhancement government macroeconomic regulation and control ability, constructs for the economy and the society also is good develops quickly serves.
