摘 要:为了准确地评价城镇低收入家庭的住房支付能力,运用收入余额指标评价方法研究住房支付能力问题.区分了由于需求和供给不足导致的4种住房支付能力不足,构建了城镇低收入家庭住房支付能力问题评价模型,明确评价的基本因素——最基本生活水平标准及最基本居住水平标准,分析影响因素——家庭预算能力、家庭住房支出能力、住房供求结构.评价模型的建立,为确定住房保障范围、选择住房保障政策、确定住房保障支付水平提供了更加科学的依据.For the purpose of accurately evaluating the housing affordability of urban low-income families, providing the scientific basis for the development of low-income families' housing guarantee policies, this article studied the housing affordability problem by using income residual indicator appraising method, classified four kinds of housing payment shortage caused by the lack of demand and supply, set up an appraising model of housing affordability of urban low-income families, confirmed the basic factors of evaluation the most basic standards of living and housing and analyzed the impact factors the ability of family budget, affordability of family housing, structure of housing supply and demand. The appraising model provides a more scientific basis for determining the scope of housing assurance, the choice of housing guarantee policies and defining the level of housing guarantee payment.
