摘 要:基于当量轴次和当量系数提出当量系数法,建立收费标准的确定模型和方法。由该方法得到的收费标准能够在满足公路投资者经济利益的同时,有效遏制超限超载现象的蔓延。首先通过分析各省现行的计重收费方案选择出较为合理的收费模式;然后,提出一种当量系数法,运用当量轴次理论建立不同车型、车货总重的车辆引起的道路破坏费用模型,以此为基础建立分车型收费的数学模型;并在此模型基础上,扩展构建计重收费标准计算模型,从而得出基本费率和超限加收系数;最后,通过在河南省高速公路计重收费中的应用,证明了计算模型的准确性和实用性。The equivalent coefficient method based on equivalent axle and equivalent coefficient was put forward to define the calculation model and method for charge standard. The charge standard based on this method can constrain the spreading investors. First, chosen through of oversize and overload transport phenomenon and meet the economic benefits of highway toll-by-weight schemes of different provinces were compared and reasonable charge mode was analysis.Subsequently, the equivalent coefficient method was proposed, and the road damage expense model for vehicles of different types and weights was set up using equivalent axle theory, based on which mathematical model of toll by different vehicle types was established. On this basis the charge standard model of toll -by-weight was built, and the basic fee rates, extra coefficients for overload vehicles were obtained. Finally, the veracity and practicability of the model was proved by the successful application in highway toll-by-weight in Henan Province.
