摘　　要：通过总结中国石油管材研究所多年来在油气输送管驻厂监造过程中所积累的HSE管理经验,阐明了油气输送管驻厂监造过程中建立HSE管理体系的方法。文中首先提出了在油气输送管驻厂监造过程中建立和实施HSE管理体系的必要性,并结合油气输送管驻厂监造过程中的实际工况,分别详述了体系建设的基本指导思想及体系建设的三个步骤且指出必须通过监造前的安全准备、监造过程中的有效检查、监造后的严格记录等措施,切实贯彻HSE管理体系的要求,才能有效保证监造任务的圆满完成。Through the summary of HSE management experiences accumulated in the process of mill supervision over the oil ＆ gas transmission pipeline by Tubular Goods Research Center of CNPC, the methods of establishing HSE management system in this process are explained in detail. In the paper, it is first presented that it is necessary to establish and implement HSE management system in the process. And then according to the practical situation in the process of mill supervision over the oil and gas transmission pipeline, the basic instruction and three stages of the system construction are expounded relatively. At last, it is pointed out that only by the methods like the safety preparation before the mill supervision, the effective inspection in the process of mill supervision, and the strict record after mill supervision, can the requirements of HSE management system be really implemented so as to guarantee to finish the mill supervision tasks successfully.
