摘　　要：本文通过对黄河１９９６年８月（９６８）洪水发生的天气形势、降雨过程、洪水来源与组成、洪水的特点以及暴露的问题等方面的回顾与总结，分析了９６８洪水造成黄河下游水位高、传播慢、险情多、灾情重的原因，针对目前黄河下游泥沙淤积对防洪造成的突出问题，探讨了黄河下游治理措施和防治保安的对策。Based on the review and summary of the weather, rainfall, composition and characteristics of the floods occurred in August, 1996(96.8 floods) in the Lower Yellow River, the reasons of high water level, slow progression and emergent hazard for these floods have been analysed. Focusing at the main problems of flood control with sediment deposition, the corresponding taming measures of the river also have been discussed in this paper. \ \
