摘　　要：解放战争中的淮海战役是在毛泽东指导下由华东野战军和中原野战军共同实施的大规模战略性战役。毛泽东通过正确把握战局发展,适时作出一系列重大的决策变化,始终掌握着战场行动的主动权,为夺取战役各个阶段的胜利奠定了基础。毛泽东在指导淮海战役期间作出的重大决策变化主要包括:根据战场形势发展变化,逐步扩大了战役的规模、任务和使用兵力;在战役第一阶段果断作出了调整战役方针的决策;在战役第二阶段作出了及时调整作战重心和歼敌任务的决策;战役第三阶段依据战略全局的需要,作出了调整战役作战进程的决策。Major in Mao Zedong＇ s policy decisions during his direction of the Huaihai Campaign included the following： he gradually expanded the scale, tasks and forces to be deployed in the campaign in accordance with the development of and changes in the battlefield situation ; in the course of the first stage of this campaign he resolutely decided to readjust the concept of operations and adopted the new principle to ＂strive to wipe out the main force of the enemy near Xuzhou and prevent them from fleeing to the south＂ ; in the second stage he made a timely readjustment to the policy decision with regard to the focus of operations and the task of wiping out the enemy; and in the third stage he made changes in good time to the course of the campaign as needed by the overall strategy.
