公共投入对社区体育服务体系建设的影响

摘　　要：从公共投入的内涵入手,着眼于公共投入对社区体育服务的影响,分析居民的体育需求与体育消费发展情况,评价社会体育投入产出效益,从中挖掘社会体育发展中需求与投入不足的矛盾。建议:建立体育投入—产出—需求新的均衡态系统和新型的社区体育投入产出方式,从而合理配置体育资源;建立体育公共投入产出关系模型,对投入的优先次序选择进行科学决策,形成人性化的管理体系。确立社区体育在社会公共投入中应有的地位,使其真正被纳入国民经济和社会规划之中,为构建符合我国实情的社区体育服务体系和运行机制服务。Starting with the connotation of public investment and having in mind the effect of public investment on community sports service, it analyzed the developmental situation of inhabitants＇ demands to sports and their sports consumption, appraised the output benefit of input in social sport and found out the contradictions between the demands and lack of investment in the development of social sport. It proposed establishing a new balanced-state system of sports input - output - demands and a new-type mode of input in and output from community sport, thus reasonably disposing sports resources; setting up a relation model of public investment in and output from sport, so as to make a scientific policy for the choice of prior order of investment and form the management system with humanization; giving community sport a due position in social public investment and making it really be brought into national economy and social plan and serve the construction of community sports service system and operating mechanism that conform to the real situation of our country.
