摘　　要：从电子政务的发展趋势出发,在语义网技术的基础上,采用XML/RDF描述协同过程中的语义信息;提出了任务—本体相关联的思想,采用RM-SFCA算法,动态生成全局本体,形成部门本体—全局本体的双本体层,用于构建语义约束。在上述基础上,结合多agent技术构建了基于语义和多agent的电子政务协同工作模型,以支持政务服务的协同工作,为建立一个虚拟的一站式服务平台奠定基础。Discussed on development trend of e-government, this paper used XML / RDF to descript the semantic information in collaborative process, advanced the thinking of task-ontology, and dynamically generated whole-ontology to format two-layer ontology, based on RM-SFCA. On that basis, this paper combined with multi-agent technology and the semantics, constructed the model of e-government cooperation work based on semantic and multi-agent to support cooperation of the chief services, which lays the foundation for the establishment of a virtual one-stop service platform.
