摘　　要：实现“建设沿海经济社会发展强省”的发展目标，不仅要求经济更快更好发展，而且要求社会更加和谐进步。但是我省能源、水、土地、矿产等资源不足的矛盾越来越突出。而发展循环消费是建设沿海经济社会发展强省的重要战略支撑，是实现我省经济腾飞、社会和谐、环境优美目标的基点。For achieving the objective of strong province of coast economic society, it is not only need the economy must develop better and faster, but also the society must develop more harmonious. But the lack of emergy sources, water, land and mineral product is more and more outstanding. Circular consumption is the strategic support for coastal province to build the strong province of coast economic society, which is also the base point for Hebei province to achieve the target of economical development, harmonious society and beautiful environment.
