天津市灌区现状及可持续发展对策

摘　　要：本文根据天津市灌区的现状,分析目前灌区存在的干旱缺水、投入不足、设施老化失修、管理体制落后、水价不合理等主要问题,提出加大投入、水权分配、水价改革、组建农民用水者协会、科技创新、调整种植业结构等有利于灌区可持续发展的对策。A detail review on the irrigation districts is presented in Tianjin municipality. The problems in the research are also discussed, such as ： shortage of rainfall, lacking capital investment to construct, ageing of the hydraulic structure, backward management system and laying down water charge below water cost. We put forward many measures including increasing capital investment, distributing the water rights, reforming water charge, establishing farmer water user associations, technological innovation and adjusting the plantation structure.
