摘　　要：农民过剩劳动力转移速度过慢,其主要原因是农民文化素质低、实际负担重、第三产业比重过小、大多数企业不景气等。劳务输出可带动当地经济发展,解决农民增收问题。搞好劳务输出的途径主要有建立劳务信息网络,开展劳务培训和教育等。The speed of transferring the surplus labour force in Heilongjiang province is too slow, the main reasons is the lower cultural quality of peasant, peasant bear too weighty burden in fact. the too smaller proportion of third industrial.the most enterprise are bad, etc o The export of labour force will promote development of national economic, solve the problem that peasant increase income.changepeople＇straditional ideas. The main channel that do better export of labour force is that establish the information net of labour force,develop labour force train and education, etc.
