重庆市失地农民利益保障现状调查及对策研究——以5区2县的实证分析为例

摘　　要：文章通过对重庆市5区2县446户的抽样调查问卷和实地访谈进行的实证分析,发现重庆市存在征地程序不透明,征地补偿标准过低,社会保障体系残缺,遗留问题较多,失地农民再就业困难、生活质量下降等问题。建议通过规范细化农地征用程序、建立合理有效补偿机制、赋予农民土地产权地位、健全有效社会保障制度、建立灵活有效就业机制等措施保护失地农民的利益。The paper has an empirical analysis by using the data and information of 446 land-losing peasants＇ households after sampling questionnaire survey and visit on the spot in 5 districts and 2 counties in Chongqing City. The result shows some problems in Chongqing City that expropriation procedures are opaque, expropriation compensation standard is excessively low, social security is incomplete, and many difficult problems are left to be solved, land-losing peasants face hard employment and falling living standard. The paper puts forward some countermeasures to protect the benefits of land-losing peasants, to standardize and detail expropriation procedures, to establish reasonable and effective expropriation system, to endow property right to the peasants, to establish healthy and effective social security system, to establish agile and effective employment system.
